Brock Augustine, the main intruder, and director of the DUP, who himself is a carrier (he has a lot of power), destroys the Akomish reservations, requesting Delsin to travel to isolated Seattle with Reggie. They are Akomish, a Native American from Salmon Bay, Washington. His brother Reggie, the local mayor, arrested him for the crime. Delsin may copy other carriers’ contracts and remove them on its own. The main character, Delsin Rowe, is a graffiti artist and local criminal at the Akomish Temple. To avoid such a new accident, the government has decided to create a Duplicate Control Unit (DUP for short) to track and arrest all the carriers while the rest are now designated as biological terrorists.
